Abstract
In July 1982, this text was signed in what was then the Federal District, based on the World Conference on Cultural Policies. This document places special emphasis on the principles that should govern cultural policies, since it is essential that nations pay attention to the problem of the lack of guarantees that allow the exercise of human rights, such as: fundamental freedoms, people’s self-determination, access to art, culture, and the possibility to benefit form these by all sectors of society.
The objective of this plan is to allow societies to carry out cultural decentralization processes, through a social approach in cultural programs. Through 54 points, it seeks to create a development plan based on people as the axis of culture, art and access opportunities to these.
