Abstract

Projects must be measured to achieve efficient treatment of resources, such as improving communities, in the architecture of complex systems because they have an immediate impact. The Wayuu ethnic group of the Guajira Peninsula in Colombia is used in this case study to illustrate how the theory of change and the European Venture Philanthropy Association (EVPA) methodology can be used to create a social impact assessment proposal that addresses the relevance of extension projects in vulnerable and rural populations. It begins by measuring the degree of organization needed to have a positive social impact, finding out the added value created for communities, and seeing how they advance in overcoming challenges without losing their cultural identity while incorporating new methods, innovations, and applied developments. To define a methodology that is capable of measuring the organicity of the community, specifically through Tectology, the most relevant data are analyzed from a first approximation. The observed results allowed us to establish the social relevance by taking into account the planning and construction of new housing in Alta Guajira and reviewing the architectural components in relation to the cultural components and providing indicators to evaluate the social impact of community outreach projects.

Finally, it is necessary to periodically monitor these indicators based on the structured guidelines for the evaluation and management of social impacts developed by the International Association for Impact Assessment, strengthening local and integral development based on their participation and democracy.
